How do I remove (hobbyist ceramic) glitter paint from plastic?

I inherited my grandmother's vintage Alpine Village lighted plastic Christmas house set...however, sometime around 1978, she added "snowflakes" to the rooftops with what I think was hobbyist ceramic glitter paint. It has not aged well. I'd like to remove the dusty, lusterless glitter glue, but so far it has not come off with soap and water, nail polish remover (acetone-based), or rubbing alcohol. Any ideas?

you can try glue remover or hot steam they both worked for me.
