What do I do with my fish?

I have an African Turquoise Jewel Cichlid. It looks sick, beat up, and wont eat. It has spots on him that look like bruises, his lips are puffy, he is tight finned and stays at the top of the tank by the filter stream. His breathing is normal and his fins are all there and none of the other fish are picking on him I don't know what's wrong. Please any suggestions would help.
